About E-Power Holding
For nearly 20 years, we've helped international energy companies move renewable energy projects through every stage of development in Romania: wind and photovoltaic. Our work spans the full project lifecycle, from early site evaluation and project siting through permitting and into construction-ready status. We are equally comfortable starting from scratch or stepping into a project already underway. Active in the Romanian market since 2007, we have operated through every phase of it: the green-certificate boom, the 2013 reform, and the subsidy-free era that followed.

What we do
Our services cover the full development cycle for wind and photovoltaic projects, and extend to hybrid and battery storage. Within each, the scope is shaped to fit the specific project. Think of these as starting points for a conversation rather than a fixed menu.
Identifying and evaluating sites, project siting and layout, negotiating with landowners and securing land rights, and managing cadastral registration and documentation. For wind sites, we also run measurement campaigns, from mast procurement and installation to the analysis of the wind data. This is the foundation every project is built on.
Managing the full permitting process: zoning documentation (PUZ), the environmental agreement (acord de mediu), building permits, establishment authorizations, and permits for supporting infrastructure such as electrical installations, wind measuring masts, and access roads. We also handle the parcelling plan for the area of interest and the registration of parcels and roads in the land book. We work closely with every authority involved: ANRE, OCPI, Transelectrica, city halls, APM, ANIF, DADR, county councils and the Ministry of National Defence. Over the years we have built strong relationships with city halls and county councils on every project we've been part of.
Managing the grid connection process end to end, from the initial connection study through the technical connection permit (ATR) to the connection agreement with the network operator. We coordinate the studies, documentation, and exchanges with Transelectrica or the distribution operator, so the connection milestone is ready when the project needs it.
Coordinating every specialist a project requires, from environmental experts and cadastral engineers to notaries, legal advisors, architects, and designers, while keeping the overall timeline on track. We draw on an extensive network of external collaborators across the country, so the right people are in place wherever a project is located.
Reviewing advanced-stage projects for risk and completeness, supporting acquisitions with due diligence, and providing risk assessments for sites under consideration. We also advise landowners, whether they are negotiating with a developer or developing their own land.
Supporting hybrid PV-wind sites and standalone battery storage projects through site evaluation, permitting, and grid connection, applying the same development approach we use across other technologies.
We're open to new types of infrastructure challenges, including data centers and other large-scale developments that need the same land, permitting and grid work.
The rules will likely change before a project is done. But we keep the end result in mind, we adjust our path, and we stay with you until we deliver.
